US senator, born in Laramie, Wyoming, USA. A lawyer, he began his political career as a Republican district attorney in Wyoming. He moved to California, where he emerged as a liberal Democrat, and was elected to the US Senate (Democrat, California, 1939–50) where he supported old-age pension plans, restrictions on the military, land reclamation projects, and state control of offshore oil resources.
