The institution recognized as having the power to pass laws. In the UK the legislature is the Monarch-in-Parliament, comprising the monarch, the House of Lords, and the House of Commons. The role of the monarch in this respect is now purely formal. In the USA, the President has a qualified and limited power of veto over bills from Congress which is comprised of the House of Representatives and the Senate. Additionally, each state has its own legislature for enacting state laws.
